PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 11 NOVEMBER 2014

As part of the establishment of the Trustee Lease and Trustee Licence agreements, Council
requires lease survey plans for each agreement area. Initially Council resolved that the
tenure agreements were for the footprint of the respective hangars only (see Attachment 1
identifying the location of each of the proposed areas). The SCAI & SCMF agreed to
undertake a joint lease survey to reduce costs.

A building approval for a 360m2 colorbond shed has previously been granted for construction
by the SCAI.

The SCAI lodged a draft lease survey plan indicating a lease area of 783 m2 known as lease
area B (SCAI) and a lease area of 309m2 known as lease area A (SCMF) (see Attachment 2
- draft lease survey plan). On review of the draft lease survey plan Council sought an
explanation for the significant difference between the hangar footprint area and lease survey
area B.

The response from the SCAI representative indicated the additional area required in lease
survey area B was intended to accommodate additional infrastructure required to satisfy
their plumbing approval, which had been applied for some months after Council resolved to
grant tenure for the footprint of the respective hangars only. It was noted that SCAI have not
included the A.E.S (Advanced Enviro Septic) trenches in the current draft lease area B and
have included a general buffer around the building footprint.

The lease area A proposed for the SCMF was also noted in correspondence from the
surveyor engaged by the SCAI that the lease area is not reflective of the actual building
footprint of the existing hangar. (See Attachment 3 Approved Plumbing Plans & Sketch Plan
provided by Sunshine Coast Aviators showing the location of the hangar and associated
infrastructure for lease area B).

A revised lease survey plan will be required to be submitted to Council incorporating the
required additional infrastructure.

Council now needs to consider the appropriateness of the current tenure agreement and
what options are available moving forward. A number of options are discussed below.

Option 1. Issue the Trustee Lease and the Trustee Licence areas to include the
additional infrastructure outside of the hangar footprints in accordance with a revised lease
survey plan to be prepared by the groups.

 SCAI Trustee Lease (proposed lease area B) – over new hangar and new plumbing
   infrastructure; and

 SCMF Trustee Licence (proposed lease area A) – over existing hangar and existing
   plumbing infrastructure

This is the preferred option as it provides a clear delineation for the groups as to their
respective tenure agreement areas of responsibility. This option also keeps the
establishment costs for the tenure agreements to a minimum and will make the leasing
administration a straightforward process.
