SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 FEBRUARY 2020

The Plan looks at international, national, state and local factors influencing community health and
wellbeing within the Shire, and the roles of the various agencies (including Council) in this area.
The Plan identifies each of the stakeholders and their roles within the health sector and
articulates the role that Council can adopt (i.e. regulator, educator, partner, advocate etc.).

A reference group made up of key stakeholders in the community health and wellbeing sector
was commissioned to help inform the Plan. The following themes were developed as identified by
the group:

 Healthy Lifestyles
 Healthy Communities
 Health & Wellbeing
 Healthy Environments
 Healthy Partnerships

Each theme proposes strategic goals, key actions and defines the role of Council under each
action. Each action is also identified as to whether it is a current ongoing Council activity, or a
new initiative.

3. Action Plan
An Action Plan has been developed for the life of the Health and Wellbeing Plan as outlined in
Attachment 2. The proposed Action Plan defines the key actions listed under the relevant themes
and provides key indicators for the purposes of data collection and reporting. It also articulates
Council’s role in this multi-agency sector. It is proposed reporting against the Action Plan will be
completed annually in-house by the Environmental Health team.
Examples of initiatives in the Action Plan include:
 Smoking - Reduce the occurrence and impact of smoking on the community. Council’s role
is to investigate, implement and promote initiatives which prohibit smoking activities in
Local Government controlled areas and roads to reduce the impact of secondary smoking.
This could include introducing a by law that restricts smoking in some public areas.
 Sun Safe - Improve sun safety behaviours and decrease the incidents of illness relating to
sun exposure. Council’s role would be to develop a 'sun smart' policy for Council owned
and controlled areas such as swimming pools, sporting fields, playgrounds, parks etc. This
may include some infrastructure changes (e.g. more shaded areas, additional planting of
      trees).
 Land Use Planning – Plan for and managing the potential public health impacts and
benefits of various land use activities. Council’s role includes the implementation of an
industrial premises monitoring program to identify and manage public health risks
associated with stormwater, air, light, noise and soil contamination.
 Priority groups – Support vulnerable community groups to achieve better health outcomes.
Council’s role would be to partner with relevant organisations and agencies to identify and
support vulnerable groups and their health needs.
 Data Sharing – Agencies share their data to achieve common goals. Council will act as the
coordinator between key agencies to collate and share relevant data pertaining to the
Health and Wellbeing of the Noosa community.
Given the timeframe of the Action Plan, it will be reviewed on an annual basis to take into
account emerging needs and priorities.
Due to the considerable number of external stakeholders involved in the actions listed within the
plan, further consultation with these stakeholders is required to determine the specifics of the key
performance indicators.
