PURPOSE
Council’s approval is sought under the Local Government Act 2009, Section 257 to delegate
powers to the Chief Executive Officer (CEO) to undertake procurement and contracting activities
and authorise payments.
In addition, the Local Government Regulation 2012, Section 198 requires Council to prepare and
adopt a policy about procurement (a procurement policy).
EXECUTIVE SUMMARY
Under the provisions of the Local Government (De-amalgamation Implementation) Regulation
2013 and De-amalgamation Transfer Methodology, the following delegation and strategic policy
adopted by the Sunshine Coast Regional Council (SCRC) in 2013 were transferred to Noosa
Council.
Delegation No.2 Procurement and Contracting Activities and Payments and
Procurement Policy
A review has been undertaken by staff to ensure the delegation and policy reflects the
operational needs and resources of the new Noosa Council. Accordingly, the attached
documents are presented for Council consideration.
Delegation No 2 “Procurement & Contracting” Attachment 1 - will authorise the CEO to
conduct procurement and contracting activities for Council; and
“Procurement Policy” Attachment 2 - has been drafted to meet Noosa Council’s operational,
budget and workforce requirements. The policy outlines the framework for officers when
conducting procurement and contracting activities, which includes procurement of goods and
services and the disposal of valuable non-current assets.
RECOMMENDATION
That Council note the report by the Co-ordinator Procurement and Fleet and Governance Project
Officer to the Planning & Organisation Committee dated 25 February 2014 and:

Council under the Local Government (De-amalgamation Implementation) Regulation;
B. Authorise the Delegation of Authority for Procurement & Contracting to the CEO as set out
in Attachment 1; and
C. Adopt the Procurement Policy as set out in Attachment 2.
