PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 FEBRUARY 2014

Council’s Procurement Policy outlines the framework for conducting procurement and contracting
activities, for the procurement of goods and services and the disposal of valuable non-current
assets. The Regulations require Council to incorporate into its Procurement Policy the sound
contracting principles of:

(a)         value for money;
(b)         open and effective competition;
(c)         the development of competitive local business and industry;
(d)         environmental protection; and
(e) ethical behaviour and fair dealing.

FINANCE & RISK

There are no budget implications for the current or future financial year as an outcome of these
recommendations. The delegation and policy are fully implemented and administered within
departmental operational budgets.

Nonetheless, the delegation and procurement policy will facilitate the efficient and timely
administration and approval of contracts and recurring expenditure within the organisation, whilst
ensuring compliance with relevant legislation.
