GENERAL COMMITTEE MEETING AGENDA 16 JANUARY 2017

O148 The nature, design and operation of any use in Precinct E4 and E5 is compatible and has
strong relationships with development in other precincts, in particular, Business Uses in
     Precinct B3;
The following Outcome is also relevant as development in Precinct E4 of the Shire Business Centre
zone is required to meet the Specific Outcomes of the Industry zone:
Specific Outcome O190
O190 Uses are predominantly of an industrial nature ordinarily expected in an industrial estate
with ancillary uses compatible with industrial businesses
The proposal plans indicate a 22.5m building setback to Rene Street and the site is opposite an
environmental reserve which provides substantial separation to the nearest residential use, some
160m to the south east. While the proposal is compatible with the neighbouring food distribution
and packaging use with the car parking and garden areas providing separation to the proposed
food and beverage use. The building and car parking area provides a buffer to the adjoining
undeveloped industrial land to the north and to the established industrial uses to the rear. It is also
considered that sufficient separation is provided between surrounding industrial uses to mitigate
any potential reverse amenity issues.
The applicant seeks 24 hour operation for the brewing use and 10am to 12 midnight for the tasting
room. The brewing use itself does not generate noise emissions that would not be reasonably
expected in a commercial area (forklift, boiler, bottling plant and packaging noise) and raises no
concern. However, the applicant has provided a Noise and Odour Assessment prepared by GHD
Pty Ltd which indicates the proposal, as a whole, with the ‘use of masonry walls and the orientation
of the building is considered appropriate from an acoustic perspective with respect to the level of
impact anticipated on surrounding sensitive receivers’. The assessment goes on to suggest that
‘Noise levels at all sensitive receivers generated by the proposed development are expected to be
below the acoustic objectives outlined in the Environmental Protection (Noise) Policy 2008’.
The proposal has the potential to emit odour and negatively impact on surrounding land uses. The
applicant proposes best practice technology to mitigate odour emissions. The applicant’s Noise
and Odour Assessment states:
‘Odour from the brew kettle will be generated during wort and hop boiling along with small
quantities of steam. The brewery will install a mechanical vapour condenser directly on the
brew kettle that will draw any odours from the brewing process into a condenser where the
soluble fractions will be transferred to a liquid waste and will enter the water treatment system
while capturing waste heat for reuse’…
The report concludes:
‘The generation of steam through the brewing process is likely to contribute the highest risk of
odour impact. This process has been designed such that odour generation will be managed
in its entirety by containing and condensing all steam and directing this into the process chain’.
‘…work practices will prevent the build-up of spent grain which may also contribute to odour
generation. The beneficial reuse of this waste product for commercial gain will promote the
regular transport of this product from site, thereby further reducing the risk associated with
odour impacts on sensitive receivers in proximity to the proposed brewery’.
The applicant has demonstrated that it is unlikely noise or odour from the proposal will have a
negative impact on the nearby and surrounding sensitive receptors.
The applicant expects the brewery to supply not only the local Noosa Shire market but export
market growth into the future. There is currently no brewery of this scale in Noosa Shire and the
proposal will provide some economic diversification locally.
