presence of any UXO to a depth of approximately 3m below ground surface level. The locations of areas
where this form of UXO clearance will be required is illustrated in Vegetation Management Plan - Construction
Phase - Plan Ref WE17035-CVMP-001 presented in Annexure A.

Within the proposed Vegetation Retention and Habitat Enhancement Zone, as shown in Plan Ref WE17035-
CVMP-001, vegetation clearance for UXO inspections will be much more selective and is only required to
enable a visual inspection for the presence of UXO. To minimise impacts to native vegetation within the
Vegetation Retention and Habitat Enhancement Zone, the UXO clearance works will be carried out in
coordination with the initial weed control works that are to be completed as part of the Vegetation Retention
and Habitat Enhancement Zone which will subsequently be covered by a statutory Environmental Covenant.
As detailed in Plan Ref WE17035-CVMP-002, native vegetation within the Vegetation Retention and Habitat
Enhancement Zone will not be cleared unless specifically authorised by Council.
Issue - Bushfire
The development is located in a bushfire hazard area and increases the number of people living in a
hazard area.

Information Required
6. Provide a Bushfire Management Plan that complies with the Natural Hazards Overlay code of
           the Noosa Plan.

A Bushfire Management Plan (Cardno, 2017) has been prepared in accordance with the Natural Hazards
Overlay Code of the Noosa Plan. That Bushfire Management Plan demonstrates that the proposed
development of the Site will not:

 exposure future residents or their dwellings to an unacceptable risk of harm due to bushfire; or

 place an undue burden upon emergency service personnel or resources during a bushfire incident.

Issue - Fauna

The site contains remnant vegetation which provides habitat and forage values for native fauna (refer
Fauna and its associated biodiversity values in Noosa Shire 2003). Insufficient information has been
provided regarding the fauna habitat values of the site.

Information Required
7. Provide a fauna assessment in accordance with Planning Scheme Policy 18 Ecological
           Assessment Guidelines Section 7.
As requested an analysis of the report titled Fauna and Its Associated Biodiversity Values in Noosa Shire
(Ecotone Environmental Services, 2003), prepared for the Noosa Shire Council, has been completed. That
report provides a comprehensive analysis of:

     a) the conservation significance of fauna species that occur within the Noosa Shire; and

     b) the fauna habitat values of the different vegetation communities that occur within the Noosa Shire as
detailed in Vegetation of Noosa Shire (Ed 2, 2003).

The Fauna and Its Associated Biodiversity Values in Noosa Shire includes an analysis of the relative
importance of sixty (60) different vegetation types in terms of the number of fauna species of conservation
significance that each community is known to be associated with. Table 1-2 below provides a summary of that
analysis contrasting the number of fauna species associated with the primary habitat type that occurs on the
Site (i.e. RE12.2.14) against the number of fauna species associated with the diversity of other habitat types
within the Noosa Shire.
