Works Codes
The following works codes are considered most relevant in the assessment:
• Driveways and Parking Code;
• Sustainable Building Design Code;
• Earthworks Code;
• Landscaping Code;
• Waste Management Code; and
• Water Quality and Drainage Control Code.
Comments are about the level of compliance with these codes is provided below.
Driveways and Parking Code
The applicant has engaged Traffic and Transport Plus who have provided a Traffic Engineering
Assessment for the proposed Resort Complex (refer Appendix F). The traffic and parking
assessment has considered the following issues for the proposed development, as they relate to
the Noosa Plan 2020:
• consideration of the existing uses on the site that form part of the integrated
development;
• consideration of the high order provisions under the Strategic Framework which seek
to reduce car dependency and promote alternative forms of sustainable transport;
• consideration of parking requirements under other planning schemes given there is
no parking rate provided for a Resort Complex under the Driveways and Parking Code;
• alternative modes of transport and accessibility having regard to the Noosa Heads
locality including the provision of existing and future planned infrastructure such as
paths and cycleways and access to public transport;
• the proposed use of alternative transport modes including the provision and use of
mopeds, electric bikes and scooters, and shuttle buses;
• the likely users of the proposed integrated Resort Complex including a relatively high
proportion expected to be golfers;
• the temporal differences between the peak use times of the other resort facilities being
different to the proposed “Boutique Hotel”; and
• the likely impacts upon the external traffic network not being of any concern.
The traffic expert has made a number of recommendations, including:
The key issue related to the proposed development is the provision of car parking. A traditional
approach would be to provide at least one car parking space per room. However, this will in turn
lead to an increase in car dependency and hence traffic in the area and car parking demands
elsewhere. I recommend that for this Resort Complex development, especially in the absence of a
specific rate being cited in the Noosa Plan, adopting a rate of 1 space per 4 rooms is appropriate,
also noting that this is in line with the rate stated in the Gold Coast Planning Scheme. The adoption
of this rate should be adopted in conjunction with alternative transport means being provided to
