“Adamson Town Planning, specialising in providing higher order town planning advice”
guests such as mopeds, electric bikes & scooters, and shuttle buses. Key to this is providing transfer
services between the development and the Sunshine Coast Airport.
I consider that the proposed design should be modified to incorporate appropriate storage areas for
e-scooters, mopeds, and minibuses, along with the provision of the fleet operations to encourage
their use.
I consider that several LGIP–identified future pedestrian/cycle links will be beneficial towards
Council’s vision, including the widening of the boardwalk on Noosa Drive. The feasibility of the
proposed off-street pathway connecting the Lions Park to Noosa Drive on the south side of the Noosa
Sound canal should be investigated by Council.
I consider that the proposed development is compliant with the traffic aims of the Noosa Plan and
that the development be approved.
The applicant proposes to adopt all of the recommendations made in the Traffic Engineering
Assessment. Further, the proposal plans will be amended as required to provide the alternative
transport means for quests including mopeds, electric bikes and scooters and the use of shuttle
buses. It is also noted that the existing Noosa Springs development was required and provided a
bus stop in Resort Drive to the southeast of the existing club house, near the “Parkridge Noosa”
development.
While there is no current bus service that travels to Noosa Springs, it would be reasonably
expected with the new development at “Parkridge Noosa”, the proposed “Boutique Hotel” and
the existing residential communities at “Noosa Springs” and “Elysium Noosa”, there would
sufficient need for a bus service in the near future.
Having regard to the advice provided by the traffic expert, the most relevant overall outcomes
under the Driveways and Parking Code are discussed below:
a) the proposed car parking spaces and associated manoeuvring areas have been designed
to be safe and functional and meet the reasonable requirements of the particular land use
(OO(a)).
b) adequate provision has been made for the standing, parking, loading, and unloading,
access and manoeuvring of service vehicles within the development site (OO(b));
c) some parking spaces have and will be provided for the use of mopeds, elective bikes and
scooters and shuttle buses within the development and will be promoted as an alternative
to the use of cars within the Resort Complex (OO(c));
d) the proposed driveways and parking areas will not adversely impact on existing public
parking, with no public parking available in this locality (OO(d));
e) the proposed new vehicular access to the east of the site will not impact upon significant
native vegetation within the road reserve; however, the provision of the overflow parking
area to the east of the development will result in the removal of some native vegetation
(OO(e));
f) the driveways and parking areas provide safe and efficient pedestrian and cycle access
within the Noosa Springs development with the existing footpath along Resort Drive to
be maintained (OO(f));
