g) the access, parking, servicing and associated manoeuvring areas will not detract from the
streetscape character, and have been designed to discourage crime and anti-social
behaviour (OO(g)); and
h) the driveways and parking areas minimise the impact on the environment (discussed
above) and will not have a significant impact upon the amenity of the locality.
With respect to the most relevant performance outcomes, the following comments are made:
• PO1 – the existing and new additional access point to the east will not adversely impact
on safety, capacity, and the operation of the existing road network, cycleways, or
pedestrian pathway systems;
• PO2 – the existing and proposed driveways are suitable and safe for the intended use and
will match Council infrastructure;
• PO3 - the number of crossovers has been minimised with one additional crossover
required to the east of the site and well removed from the existing main access to the site;
• PO4 – the proposed additional vehicular access will not adversely impact on the capacity,
operations, and maintenance of the existing infrastructure;
• PO5 – the additional vehicular access will have some impact on native vegetation; however,
this has been minimised as much as possible;
• PO6 – Sufficient parking has been provided for the proposed Resort Complex, with the
alternative parking strategies to be implemented (refer above);
• PO7 – the layout of the development provides for adequate, clearly defined and easily
accessible onsite vehicle parking and manoeuvring, and loading and unloading for delivery
and service vehicles;
• PO8 – the proposed parking and manoeuvring areas have been designed to not cause
significant conflict with pedestrians, are sufficiently setback from road frontages, will not
dominate the streetscape, allow for landscaping to reduce the visual impact, and will not
impact upon the character of the area more generally;
• PO9 – seven PWD parking spaces are provided for people with disabilities;
• PO10 – the new access location will not impact upon the safety and operation of the road
system (refer above);
• PO11 – parking areas have been designed to provide for a low speed environment;
• PO12 – a clearly defined pedestrian network is being maintained and provided with the
proposed development;
• PO13 – the ultimate design will not provide for pedestrian or vehicular queues as required
if there are any conflict points;
• PO14 - the existing parking and the proposed new overflow parking area will have
adequate security lighting;
• PO15 – the proposed development can be designed to provide end of trip facilities for
users and staff, and can be conditioned as required noting that some end of trip facilities
are already provided within the existing club house;
• PO16 – the proposed development will not generate more than 5% of the base level traffic
volumes and will not have an impact upon the surrounding road network;
• PO17 – the stormwater runoff from existing and proposed parking areas is to be collected
within the existing drainage system and discharged to the existing water quality treatment
areas within the golf course, which is under the control of the applicant, and forming part
of the integrated development;
