Having regard to the SDR (Attachment 4), the proposed development meets the purpose of the
Sustainable Design Code because the proposed development:
a) is sustainable with limited environmental impact and providing for maximum human
comfort;
b) will conserve resources and materials utilising a building design that works with the natural
environment;
c) provides buildings that are resilient and resource efficient and incorporate a sustainable
building design that responds to Noosa Shire’s subtropical climate;
d) has a building design that minimises energy and water use and reuses stormwater for non-
potable purposes and provides comfortable, healthy work and living environments; and
e) utilises buildings that will be cost effective to operate.
The proposed development is consistent with the Sustainable Design Code. If there is any non-
compliance, the development could be conditioned to comply with the assessment benchmarks.
Engineering Codes
The applicant has commissioned an Engineering Report prepared by Walsh Engineering which is
provided in Appendix D. The Engineering Report deals with the following issues:
• Erosion and Sediment Control;
• Earthworks;
• Roadworks;
• Flooding;
• Peak Flow Management;
• Sewerage and Water Reticulation; and
• Electrical, Telecommunications and Gas.
Earthworks Code
With respect to the extent of earthworks required, the development site contains existing
retaining walls and terraced platforms supporting tennis courts and other ancillary structures.
Additional earthworks and retaining walls will be required to construct the proposed building
pads, lagoon pool, car parking areas and the new tennis courts. The earthworks operations will be
carried out under a development permit for operational works, in accordance with the
requirements of the Noosa Plan 2020. This includes seeking advice provided from a specialist
geotechnical engineer given the site is partly affected by a Moderate and High Landslip Hazard
Area (refer Table 1).
The extent of earthworks is to be minimised by stepping the proposed buildings up the site (refer
Engineering Drawings – Appendix B). The proposed earthworks are necessary to construct the
development and will affect a relatively large portion of the site. This is because of the nature of
the development the slope and the landform being primarily comprised of sand. The majority of
the site is already disturbed as stated in the Terrestrial Ecology Assessment (refer parts 1.1 & 3.1
of the TEA – Appendix B). Walsh Engineering has also addressed the relevant performance
outcomes under Appendix E, Table 2 (Appendix D).
