i) the proposed development has been designed, will be constructed and operated to
facilitate erosion and drainage control and avoid release of prescribed water contaminants
into receiving waters (OO(i)).
The development has been planned and designed and will be constructed and operated to
manage stormwater as part of an integrated water cycle management system that protects
environmental values, water quality and public health.
The proposed development meets the purpose of the Water Quality and Drainage Code and to
the extent there is any inconsistency can be conditioned to comply with the assessment
benchmarks.
Landscaping Code
The Place Design Group have provided a Landscape Concept Plan, which is provided with
Appendix G. The landscape architect has considered the Landscape Code in the assessment and
provided advice about the relevant performance outcomes of the Landscape Code (refer attached
letter).
Having regard to the overall outcomes sought for the Landscaping Code, the following comments
are made:
a) the development integrates landscaping into its design, ensuring building and structures
sit within the landscape rather than dominating it (OO(a));
b) the proposed landscaping is consistent with the vegetated character and landscape design
of Noosa Springs and the principles of Noosa Shire more generally (OO(b));
c) the proposed development minimises the extent of earthworks where possible, retains,
reinforces, and enhances existing vegetation where practicable, making some use of the
natural landscape features within the site and the existing streetscape (OO(c));
d) the proposed landscaping creates aesthetically pleasing, safe, comfortable, and functional
environment for visitors staying at the Resort Complex (OO(d));
e) the proposed development makes use of the retention of existing natural vegetation and
natural features for their ecological and aesthetic values where possible having regard to
the nature and form of the site and the extent of development being proposed (OO(e));
f) the proposed landscaping is of a scale and density commensurate with building height,
bulk, and scale of the development (OO(f));
g) the proposed hard landscape features make use of natural materials such as timber or
rock over manufactured materials where possible, including a stone staircase between the
lagoon pools (OO(g));
h) the proposed landscaping enhances visual privacy for dwellings, buffers development and
screens services and storage areas (OO(h));
i) the proposed landscaping species that have been selected have been chosen to promote
longevity and ease of maintenance and the existing tropical feel of the Noosa Springs Golf
and Spa Resort, some of which are native to the local area, suit the local soil, climate,
aspect, and the site and will contribute to the habitat of local wildlife (OO(i));
j) the proposed landscaping provides for the revegetation of the disturbed areas of the site
that will attract local fauna and provide for some biodiversity value (OO(j));
