RECOMMENDATION
That Council note the report by the Project Officer to the Infrastructure & Services Committee
Meeting dated 8 December 2015 and:
A. Agree that a Personal Mobility Device (PMD) policy is not required at this time;
B. Request that staff continue to monitor PMD usage in the Noosa area; and
C. Bring a further report to Council to review the need for regulation if there is increased usage
and/or complaints from the community.
REPORT
Council resolved at its meeting dated 26 June 2014 to undertake the development of a policy to
manage Segway use on road reserves and public land. Further investigation on this issue has
been undertaken and a recommendation not to regulate this type of activity through policy at this
time is offered for Council’s consideration.
1. Personal Mobility Devices
On 1 August 2013 legislation was passed by the State Parliament enabling the use of PMDs on
public footpaths, shared paths and off-road bikeways in Queensland (QLD). Under the legislation,
local councils and land owners can prohibit PMDs in areas such as malls, esplanades and jetties.
PMDs are also known as Segways and Hoverboards which are the brand names for two wheeled,
self- balancing battery powered electric personal mobility devices.
