2. Management Issues Associated with PMDs
The minutes from the 15 May 2014 Noosa Council Traffic Advisory and Speed Management
Committee state:
1. The use of Segways by Police in Hastings Street was a short trial and is now complete.
Council officers to consider measures to stop use of Segways in Hastings Street area as
their use is deemed incompatible with high use pedestrian areas with narrow pathways.
2. Council to investigate the development of a policy to manage Segway use on road
reserves and public land.
During the preparation of drafting Council’s new local laws, which commenced operation on 1
July 2015, work was undertaken to investigate prohibiting PMD’s in certain areas (Gympie Tce,
Hastings St, David Low Way Coastal pathway) using Local Laws.
The outcome of this was that the Public Order Manager’s preferred approach was to leave the
regulation and compliance of PMD activity with the Queensland Police Service to manage
under the Transport Operations (Road Use Management) Act 1995. Under this type of
arrangement it was identified that this would require support from Council through signage (as
required) rather than Council regulating their use in its local laws.
A subsequent decision was made not to include the regulation of PMD’s through Council’s local
laws. It is noted that local laws were subject to public consultation in a form that did not include
any regulation of PMD’s, and there were no submissions received in response from the
community requesting that PMD’s be regulated.
The powers of the QPS in relation to regulating the use of PMD’s is contained in Attachment 1.
In relation to the issue of signage, the Design Manager at the time raised concerns regarding
the potential for proliferation of PMD signage.
Council has not received any complaints from the community regarding the use of PMDs on
road reserves and public land.
In 2014 queries regarding the establishment of Segway tours and Segway hire services were
received but applicants did not progress beyond initial inquiries.
QPS has also advised that they do not intend to use PMDs in Noosa following the completion
of their trial.
