Retail need assessment



5.1 Introduction   This chapter presents an examination of the need for the proposed additional 7,500 sqm
                   of retail floorspace that would be developed within the VMU precinct. As the proposed
                   scale of development is within the allowable floorspace limits set in Noosa Plan 2020, the
                   emphasis in this section is on examining the need for a supermarket of 3,500 sqm, which
                   is slightly larger than the 2,500 sqm acceptable outcome identified in the planning
                   scheme.
                   Also relevant for the purposes of this assessment is that a separate but related code
                   assessable application has been lodged for an additional 6,500 sqm to be developed on
                   Lot 1 within the Retail precinct. The additional retail floorspace added as a result of the
                   two applications would be 14,000 sqm, noting that this level of additional floorspace is
                   consistent with the provisions of Noosa Plan.

                   The practical effect of the subject application for the VMU and the separate application
                   for the Retail precinct would be to expand the existing Noosa Civic Shopping Centre as a
                   single integrated centre, providing an enlarged and more diverse shopping offer with the
                   addition of new retail and entertainment elements as well as offices and dwellings, and
                   likely to attract shoppers from a similar catchment to that served by the existing centre.
                   This is because most shoppers would simply view their visit to the NBC precinct as a
                   single trip in which they visit the various elements of the centre, rather than making trips
                   to one part or another.

                   The analysis of retail need adopts a standard catchment-based approach which analyses
                   retail demand generated by catchment residents and compares this against the existing
                   retail floorspace provision. An examination of the contribution from tourist visitors is also
                   included as this is an important component of the Noosa retail environment given the
                   large number of tourists visiting each year.
