5.2 – Industrial Land Development Opportunities project behind schedule. This initiative has been
incorporated in the initiative to undertake a strategic review of Council land which has been
incorporated in the new 2023-24 Operational Plan.

5.3 – Council's Enterprise Management System involves ongoing work with Council’s ICT provider
Tech 1. Systems development will be addressed in the development of a new ICT and Digital
Strategy which has been incorporated in the new 2023-24 Operational Plan.

5.4 - Employee satisfaction survey redefined to be a modified 'pulse' survey focused on
organisational values which is to be undertaken in Q2 2023.

5.10 – Internal Audit Model review behind schedule however the review has commenced and it has
been incorporated in the new 2023-24 Operational Plan.

Only one initiative remains ‘not started’ (Cemeteries Management Plan), and 16 remain behind
schedule however these are known and either continuing initiatives or initiatives which have been
incorporated within the development of the new 2023-24 Operational Plan and Budget adopted by
Council on 27 June 2023.

2.   KEY PERFORMANCE INDICATORS

As Council would be aware, KPIs were first developed for our organisation at the beginning of
2014/15. 14 of those KPIs are reported to Council on a quarterly basis. The KPIs are included in
Attachment 2.

A selection of some of the key statistics arising from the KPI assessments are shown below:

     •   The issue of staff turnover has been topical recently.
     •   For the information of Council, our historical staff turnover has been as per the table below:

The staff turnover rate in the fourth quarter of 2022/23 has decreased from approximately 1.58% Q3
to .12% Q4. It is important to note that these percentages only relate to the movement in permanent
positions and do not include temporary and casual positions.
