Thank you Chair. Councillors, in December 2025, Council endorsed the Noosa Destination Management Plan, a 10-year Roadmap for a sustainable destination that balances community wellbeing, environmental stewardship and economic resilience. The DMP identifies the establishment of a Destination Stewardship Council as a key action to support implementation of the plan. The destination stewardship shieldship Council is proposed to be established to oversee and support the delivery of priority actions and outcomes under the DMP with a particular focus on initiatives that rely on shared responsibilities and action across government, industry, community and environment and broader community. Acting as a key stewardship body for the DMP implementation, the Destination Stewardship Council is intended to provide strategic oversight of progress, performance and outcomes through the Monitoring and Evaluation Framework. It is intended to leverage the collective expertise, leadership and influence of its members priority actions, facilitate cross-sector collaboration, address barriers to implementation and drive accountability for the delivery of agreed DMP actions. A draft terms of reference has been developed following research into destination stewardship councils around the world and best practice and in consultation with Tourism Noosa a number of Council workshops and reviewed by Council's governance team. The draft terms of reference establishes the Destination Stewardship Council's purpose, potential membership and governance arrangements. Once established the Destination Stewardship Council will have an opportunity to refine and adopt their own final terms of reference and the intention there is not about the purpose stewardship Council but to be able to refine those sort of operational procedures that new formed committees and groups need to find sometimes their own cadence. Um this report seeks endorsement of the draft terms of reference and authorisation to commit a recruitment and establishment of Noosa's inaugural Destination Stewardship Council. There are two processes proposed for recruitment. Some organisations who have been identified as having direct destination management responsibilities and state agency representation are offered a membership on the Council by an invitation from Council directly and then there will be a second process is an Expression of Interest open process will be six remaining member seats on the proposed Council. Noosa Council will hold two seats on the stewardship councils proposed one being the Mayor and another Councillor to be nominated today hopefully thank you.
I'm happy to support the procedural motion if it gives Councillors reassurance to get greater clarity around appointments. The terms of reference, also which Councillor would like to be appointed to the Destination Stewardship Council. We can have a discussion about that and how we manage that and give Councillors extra time to have their questions answered before coming back to the decision-making forum on next Thursday's Ordinary Meeting.
