EXECUTIVE SUMMARY
• In March 2025 post Tropical Cyclone Alfred, Noosa Shire was affected by another storm that
resulted in damage to assets across the Shire. This event was activated with Queensland
Reconstruction Authority who have granted acceptance to the Disaster Recovery Funding
Arrangements Event Western Queensland Surface Trough and Associated Rainfall and
Flooding 21 March – 19 May 2025. Official Report can be seen here: DRFA Activation
Western QLD Surface Trough and Associated Rainfall and Flooding 21 March - 19 May 2025
• This program will be undertaken similar to the Disaster Reconstruction Funding Arrangement
program from 2022 which administered Reconstruction of Essential Public Assets at a value
of approximately $130M. A dedicated external project team will focus on these works so
Council resources can be utilised to deliver Council budgeted programs. Where necessary
the project team will engage cross functionally with Council resources to achieve the
outcomes ensuring probity, civil quality, environmental quality, and safety.
• This report is recommending the appointment of a similar project team to commence works
on the Disaster Reconstruction Funding Arrangement 2025 program. The current cost
estimate for this program is $25M.
• The Qld Reconstruction Authority Disaster Reconstruction Funding Arrangement program for
Reconstruction of Essential Public Assets works allow for eligible costs to be recovered, if
they meet the criteria. For this program, it is recommended that costs likely to be recovered
are as below:
• Project management and preliminary work should not exceed 7% of total reconstruction
costs per year. This equates to $1.75M for CN25114 for the first year.
• Project management support consisting of coordination, communications, public
relations, and finance. These ae mostly managed by contract labour hire or services on
an ad hoc basis. Based on the 2022 Disaster Reconstruction Funding Arrangement
program, these costs should not exceed 0.8% per year. This equates to $200,000 as
the recommended budgeted value.
• The Qld Reconstruction Authority Disaster Reconstruction Funding Arrangement program for
Reconstruction of Essential Public Assets works also requires Council undertake work that
is not recoverable or contributes to the overall expenditure.
• The trigger point value is the required value Queensland Reconstruction Authority
imposes on local government authorities as their contribution to the overall recovery of
natural disasters. Noosa Council’s trigger is $471,251. Further details about this are in
attachment 1.
• Work related to submission management such as creating the submission and acquitting
submissions is not eligible for cost recovery. The estimated cost should not exceed
0.35% of the total reconstruction costs.
