4.6.1

The inclusion of these features will greatly assist in allowing the development to proceed in a
manner that ensures all future uses comply with Council’s scheme while allowing flexibility for

appropriate forms of development to occur on the site.

Justification for Modification to the Scheme

The primary justification for the proposed development is formed on the basis of need and
demand. At present, Council’s planning scheme does not make adequate provision for the
growth of industrial development within its hinterland employment centres. The Draft Scheme

makes some provision for new industrial development in three separate areas:

Jarrah Street

The industrial estate surrounding Jarrah Street is the primary industrial area in Cooroy. The
estate is located within relatively close proximity to the Cooroy township and is surrounded by
the sports grounds and the pony club to the south, the sewerage treatment works on a large parcel
of land to the east and north, and rural residential development to the west. The industrial uses
within the estate primarily involve general industry, although some manufacturing uses also
exist. Typical uses include:

Motor vehicle workshops;

A concrete batching plant;

A macadamia processing factory;

Metal fabricators;

Motor auctions;

Paint and panel workshops;

Building supplies;

Vehicle exhaust centre;

Water tank manufacturers; and

VV VV VV VV VW

Storage facilities;

The estate also contains a large site for landscaping supplies which adjoins the Pony Club. The

entire estate appears to be at near capacity, with no vacant lots observed.
