leddy sergiacomi & associates pty. ltd. LSA Ref: 45-021 Carpenter Street This area is located north west of Jarrah Street Estate. Access to this area is achieved by gravel access and the majority of the site appears to be relatively undeveloped. The access is achieved off Garnet Street, with a gravel road formed to gain access to several rural residential allotments. The area is constrained by its location adjacent to a drainage line leading into a nearby dam. Melaleuca swamp vegetation dominated the lower portions of the site, with the area appearing to be flood prone. No reticulated services appeared to connect the industry zoned site. A number of scattered houses were found to be within <100m of the boundary of the area designated for future industrial development. This was also viewed as a constraint to the potential for development to occur in this area. Lower Mill Road Lower Mill Road is part of a new industrial estate which is dominated in size by the Ritek factory (metal framing, fabrication and construction suppliers). There are 5 available industrial allotments which are currently vacant, with building construction underway on several other allotments. The size of the allotments would restrict the number and intensity of uses. There are some residential dwellings occupying land along the main road frontage. Adequate reticulated services appear to be available to the site, with a fully constructed road and stormwater network in place. Access to the Bruce Highway and the railway may require heavy vehicles to pass through the township and the proximity of the site to adjoining residential uses is likely to constrain any intensive future development without impacting on the amenity of adjacent land owners. Pearsons Road to Lamonts Road The industrial zoned land to the north of town appears to support a nursery operation, however the existing plants appear to be overgrown and largely un-kept. The site is bound by Elm Street to the west (to Pomona) and residential allotments to the east. The current access off Pearsons Road appears to be suitable for local traffic only. An upgrade to this intersection is anticipated should any significant redevelopment of this site occur. The extension of reticulated services would appear to be feasible in this location. While the site enjoys good access to Elm Street, the redevelopment of the land is somewhat constrained by its proximity to existing residential development, and the likelihood that any new haulage is to be directed through town, including 14 November 2005 Department of State Development, Trade and Innovation Page: 57 Planning Report
