Meeting Insight
Key Decisions & Discussions Committee confirmed prior minutes unanimously; meeting attendees were Karen Finzel (Chair), Nicola Wilson , Jessica Phillips , with Acting CEO Larry Sengstock and Acting Director IS Kyrone Dodd ; apology noted for Mayor/Cr Wilkie (00:50; Minutes Items 1–2). Council appointments to external and internal groups updated, superseding prior appointments, noting earlier 18 Apr 2024 report (Item 5.1; 02:12–03:14). Appointments: Jessica Phillips and Cr Lorentson to Noosa World Surfing Reserve Committee (Item 5.1). Appointments: Nicola Wilson as Chair and Jessica Phillips to the Climate Change Response Plan Community Reference Group (Item 5.1). Appointments: Karen Finzel (Chair), Cr Lorentson, and Jessica Phillips to the Noosa Botanic Gardens Masterplan Stakeholders Reference Group (Item 5.1). Unanimous resolution to request the Office of Industrial Relations appoint Friday, 12 September 2025 as the Noosa Shire Show Holiday; CEO to write accordingly (Item 5.2; 03:49–05:49). Operational context clarified publicly: the Show traditionally aligns to the second week of September, aiding community planning ( Jessica Phillips Q&A, 04:55–05:13; Item 5.2). Committee resolved to close the meeting to the public under s254J(3)(g) LGR 2012 to discuss proposed dedication of TMR-owned freehold land as road at Noosaville (Item 7; 06:30–07:40). On reopening, the Committee unanimously referred the confidential Item 7.1 to the General Committee due to its significance (07:53–08:22; Item 7.1). Meeting ran efficiently (1:30–1:56 pm), with no deputations or presentations recorded (Minutes Items 3–4, 8). Contentious / Transparency Matters Use of closed session under s254J(3)(g) was explicitly stated on record before moving in camera, aligning with transparency requirements (06:30–07:40; Item 7). Significance-driven referral of the confidential item to General Committee promotes broader scrutiny and visibility prior to any final decision (08:11–08:22; Item 7.1). Attendance limited to three councillors was noted on record, with quorum maintained and unanimous voting documented (00:05–01:10; Minutes Item 1). No public deputations on the TMR road matter; community input pathway will likely occur at General Committee/Ordinary stages once papers are public (implied by referral; Item 7.1). Legal / Risk Closed session cited Local Government Regulation 2012 s254J(3)(g) (commercial-in-confidence/negotiations), a proper ground where premature disclosure could prejudice Council’s interests (Item 7; 06:30–07:40). Referral to General Committee acknowledges materiality (“significance of the issue”), indicating potential financial, strategic, or intergovernmental dimensions requiring wider Council consideration (08:11–08:22; Item 7.1). Formal CEO action to request a public holiday ensures compliance with Industrial Relations processes; timing clarity assists workforce planning and service continuity (Item 5.2; 03:49–05:49). Appointment changes supersede prior resolutions, reducing governance ambiguity across external committees and reference groups (Item 5.1; 02:12–03:14). Climate & Environmental Governance Nicola Wilson appointed Chair and Jessica Phillips member of the Climate Change Response Plan Community Reference Group, positioning the Committee to progress adaptation/mitigation work (Item 5.1; 02:12–03:14). Karen Finzel appointed Chair, with Cr Lorentson and Jessica Phillips , to the Noosa Botanic Gardens Masterplan Stakeholders Reference Group, strengthening oversight of a key environmental/amenity asset (Item 5.1). Representation on the Noosa World Surfing Reserve Committee ( Jessica Phillips , Cr Lorentson) supports coastal stewardship and strategic stakeholder liaison (Item 5.1). Transport & Road Dedication (Noosaville) Item 7.1 concerned proposed dedication of TMR-owned freehold land as road in Noosaville; discussed in closed session per s254J(3)(g) (Item 7; 06:30–07:40). Unanimous decision to refer Item 7.1 to General Committee underscores cross-committee significance and need for detailed examination before proceeding (08:11–08:22; Item 7.1). Community & Events (Show Holiday) Request to set Noosa Show Holiday on Fri 12 Sep 2025 passed unanimously; clarifications given publicly about traditional timing to aid schools/families ( Jessica Phillips Q&A, 04:55–05:13; Item 5.2). CEO tasked to write to the Office of Industrial Relations to formalise the appointment, maintaining established practice (03:49–05:49; Item 5.2).

Okay. So, this is my is report, so this just to in to some changes that we've made to the groups in terms of representation on the groups. There was a report earlier in the year on the 18th of April. That agreed various membership of the committees and other groups that Council has representatives on. There's been a couple of changes. So the recommendation is. There on the board, is to appoint Councillor Phillips and Lorentson to the Noosa World Surfing Reserve Committee, appoint Councillor Wilson as Chair and Councillor Phillips to the Climate Change Response Plan Community Reference Group and appoint Councillor Finzel as Chair, Councillor Lorentson and Councillor Phillips to the Noosa Botanic Gardens Masterplan Stakeholders Reference Group.
